Infrared image shows Thermal Anomaly that suggests there may be moisture in the wall (dark/blue area).

Naked eye see no issue (digital image)

And moisture meter just confirms dampness on the wall, which is 99.9%

The suggestions is the further evaluation with specialist to assess the scope of damage. It is highly recommended to conduct air test for mold as well.
